Pilgrim and church groups on longer tours benefit from an EU rule that lets a driver on a single international trip postpone weekly rest, known as the 12-day rule.

Do school groups get any special access in cities?

Sometimes. Rome keeps its historic zone C open to school trips, and Amsterdam can grant a centre exemption for children under 12.
